Mr. McNulty:

Michael McNulty is the founder and lead analyst for Pwin Solutions, LLC. Michael is a highly experienced Business Development expert in the US Federal Government market. His 20+ years of experience as a Business Development executive, Capture Manager, Program Manager, Proposal Manager, and Engineer specializing in Modeling & Simulation ensures that our pricing analyses are prepared with the needs of the entire pursuit team and senior management in mind. As an employee for several large defense firms (Northrop Grumman, Litton, TASC, Motorola) and as an independent consultant, he has been instrumental in providing price-to-win and pricing analyses on many successful competitive procurements across all Services and the US Federal Government. Michael's experience includes program values ranging from under $10M to over $1B and spans all areas of acquisition from R&D to Systems Design and Development to Production and functional areas including Design and Engineering of Major Systems, Large IT Systems, C4ISR Systems, Training Systems, Flight Simulators, and Large Scale Logistics and Support efforts. Michael McNulty is a Certified Modeling and Simulation Professional (CMSP), earned undergraduate and graduate degrees in Engineering, and completed the US Army Military Intelligence Officers Course. In 2000, Michael founded McNulty and Associates, Inc., a nationally recognized business development consulting firm specializing in price-to-win (PTW), competitive assessments, and pricing analyses

Mr. Wayne Doughty: 

Wayne Doughty is a Senior Analyst for the Pwin Solutions team with over 20 years experience in the development, production, and fielding of military systems. His career spans systems analysis, systems engineering, business development, and program/business unit management. Mr. Doughty has hands-on experience in the development, implementation and marketing of business strategies as well as day-to-day management of development and production programs. Wayne has formerly held positions at Raytheon and Hughes Aircraft including Director, Business Unit Manager, Program Manager, and Systems Engineer. Wayne earned a BA in Mathematics and Physics, with graduate work in Physics, has completed the Executive Program in Management at the Anderson Graduate School of Management, (UCLA), and the Executive Education Program at the Indiana University Kelley School of Business. Wayne Doughty provides significant amounts of PTW and pricing analyses, and also specialized in developing proposal Cost Volumes and developing credible bases of estimates (BOEs) for clients.
